Biography

Daphne A. Kenyon, Ph.D. is principal of D.A. Kenyon & Associates, a public finance consulting firm specializing in analysis of healthcare, education and tax policy issues. Clients have included Coalition Communities Seeking Fair Funding for Education, Coalition for Sensible School Funding, Endowment for Health, International Association of Assessing Officers, Lincoln Institute of Land Policy, MindEdge, Nashua Regional Planning Commission, and Tax Analysts.

Currently Kenyon also serves as Visiting Fellow at the Lincoln Institute of Land Policy and as a member of New Hampshire’s State Board of Education and the Education Commission of the States.

Prior to founding her own consulting firm, Kenyon served for three years as president of The Josiah Bartlett Center for Public Policy. Kenyon was a professor in the Economics Department at Simmons College for eleven years, and chair of the Economics Department for three years. Other positions she has held include senior economist with the Office of Tax Analysis at the U.S. Department of the Treasury, the Urban Institute, and the U.S. Advisory Commission on Intergovernmental Relations, and Assistant Professor at Dartmouth College.

Kenyon earned her B.A. in Economics from Michigan State University and her M.A. and Ph.D. in Economics from the University of Michigan. Kenyon has over twenty years of experience in conducting public policy research. She has published articles in a variety of journals and two books.
